  1. OPPORTUNITY (such as personal and professional growth, networking among peers, involvement in various services and programs, etcetera)

  2. ADVOCACY (such as interaction with policymakers and influencing policy-making, promoting public school administration, public relations, collaborate efforts with other entities, etcetera)

  3. RECOGNITION (such as honoring members’ accomplishments, high-lighting noteworthy achievement, etcetera)

  4. SUPPORT (such as intervention on behalf of individual members in pro-tection of due process rights in contractual matters, intervention on behalf of individual members in specialized casework, define the organ-ization, etcetera)

  1. Create and maintain mentor/liaison programs for all five affiliate associations

    1. Identify first-time administrators for all five affiliates
    2. Networking with New Principals -- maintain support and fiscal resources
    3. New Superintendents -- maintain support; recruit sponsor(s)
    4. New Business Managers -- develop program; recruit and assign mentors
    5. New Special Education Directors -- develop program; recruit and assign mentors
  2. Implement an online Administrators’ Bookshelf

    1. Contract with web developers to create a page on the NCSA website dedicated to promoting scholarly works and books of interest to school administrators
    2. Provide for member opportunity to contribute titles and descriptions of books of interest
    3. Provide links for purchase or download of materials and books
  3. Implement a Webinar Program as part of NCSA’s professional development

    1. Research and purchase equipment that allows for recording of webinars to post online
    2. Identify webinar topics and presenters for webinar presentations
    3. Arrange for presenters, market presentations, and align schedule for webinars
  4. Enhance partnership with NDE through a professional development program

    1. Identify new NDE programs to contract
    2. Continue to enhance existing programs with NDE
  5. Explore 501(c)(3) foundation for professional development

    1. Identify tax issues and other financial issues to be considered
    2. Identify other advantages and disadvantages for creation of separate 501(c)(3) foundation
    3. Report to NCSA Executive Board on findings
  6. Explore potential new affiliate associations within the Council

    1. Develop formal procedure for adding new affiliate associations (see item # IV.A.)
    2. Identify and contact potential groups of educators that may have an interest in membership
    3. Review potential groups with NCSA Executive Board for inclusion within the Council
  7. Explore unique needs of Nebraska administrators in all geographic regions for specialized professional development

    1. Survey members and disaggregate data by region to identify unique needs
    2. Conduct individual and group conversations with members
    3. Promote specialized professional development as deemed appropriate
  8. Expand and revise NCSA Sponsorship Program

    1. Develop NCSA Sponsorship Program and materials for distribution
    2. Create a mailing timeline for existing sponsorship for personalization
    3. Target specialized sponsorship opportunities as they come available
  1. Enhance cooperation with postsecondary departments of educational administration

    1. Conduct meeting(s) to discuss potential partnering relationships
    2. Encourage educational administration personnel to support NCSA as members
    3. Offer postsecondary faculty the expertise of NCSA personnel for class presentations on administrative and legislative issues along with the value of membership in NCSA
  2. Increase efforts to monitor and influence the rule-making process within state agencies having a direct or indirect impact on public education

    1. Research best practices employed by other state associations
    2. Contact research-oriented organizations such as Education Commission of the States (ECS) to gain insight on trends in regulatory process
    3. Contact agency heads to access direct information and contacts concerning the regulatory process
    4. Attend agency governing body meetings when possible
    5. Encourage agency contacts to include NCSA personnel and practicing school administrators in steering committees designed to draft rules and regulations
  3. Implement process to revise and update Schedule 10 of the Records Management Division of the Secretary of State’s office

    1. Create task force comprised of school administrators, attorneys, and NCSA staff to work with personnel from the Records Management Division
    2. Meet and discuss the relevant issues pertaining to Schedule 10 (school public records)
    3. Create draft proposal for submission to membership for review
    4. Revise and modify as necessary
    5. Submit final draft to Secretary of State
  4. Implement program for policymakers to facilitate awareness and education concerning the Nebraska public school finance system, special education, early childhood education, and other important school issues

    1. Identify qualified experts from among the membership to serve as facilitators and presenters
    2. Develop materials to accompany presentations
    3. Schedule and conduct presentations with policymakers and their staff
    4. Provide ongoing consultation with policymakers and staff as follow-up to the presentations
    5. Post online the materials used in the presentations for reference and resource
  1. Develop a coordinated award program for all NCSA affiliate associations

    1. Review and update current process and procedure for NCSA affiliate awards and national affiliate awards
    2. Create a timeline for each affiliate to coincide with current national affiliate awards
    3. Update each affiliate website with appropriate forms and applications for both state and national awards
  2. Expand award program for the council

    1. Review and update current NCSA Distinguish Service Award Program
    2. Create NCSA Friend of Education Award or similar award for non-member recognition
  3. Develop a scholarship program for prospective administrators

    1. Determine sponsors and attain sustainable resources (consider 501c3 foundation)
    2. Develop eligibility criteria, application and award protocol
    3. Initiate marketing strategies for promotion and recognition of scholarships and recipients
  1. Revise and Update NCSA Bylaws and Constitution

    1. Prepare rough draft of technical, editorial, and substantive changes relating to the full scope of association issues
    2. Review/modify draft with ad hoc committee of the NCSA Executive Board
    3. Submit to NCSA Executive Board for approval
    4. Submit to NCSA general membership
  2. Develop an online comprehensive document and information repository/clearinghouse

    1. Explore options and costs with web developers on website development
    2. Create the web-based document and information repository/clearinghouse
    3. Create an in-house system to update/delete documents and information as necessary
  3. Examine each affiliate's contribution to the Council and its respective membership

    1. Confer with affiliate executive boards to determine unmet needs from the Council staff
    2. Examine contribution from each affiliate association and provide a report to the NCSA Executive Board along with recommendations from affiliate executive boards
  4. Examine and modify the NCSA Legal Support Program as necessary

    1. Create and publish NCSA Legal Briefs newsletter to help keep members informed about issues pertinent to their personal and professional lives
    2. Review records and budget to determine adequate funding levels for legal support cases
    3. Obtain comparative research from other state associations to determine relative value of the NCSA Legal Support Program
    4. Submit recommendations to the NCSA Executive Board for consideration
